Is there any photo editing software similar to Ipiccy that is compatible with smartphones or tablets?  I wrote out a large post with pictures than lost it because it was to large of a file.  I tried to download the Ipiccy app but it said it was not ready for Android yet.

You can use http://imgbb.com/ site to upload your pictures to. Click on a picture and then look for and click embed codes and copy the "full image BBCcode" and that should work.
